    Wisconsin has enacted a mandatory battery collection and recycling law that takes effect January 1, 2027. Under 2025 Act 170, companies that manufacture, brand, or import covered batteries sold in Wisconsin must join a state-approved battery stewardship organization and fund a statewide collection and recycling program. Compliance timelines are tight, and preparation needs to start now.

    California SB 1215 Is in Effect: What You Need to Do Now

    California’s SB 1215 now requires a recycling fee on products with non-removable batteries, effective January 1, 2026. The law applies broadly to “covered battery-embedded products” (CBEPs)—items where the battery isn’t easily removable with standard tools. Retailers must collect a 1.5% fee (up to $15) at the point of sale, list it on receipts, and remit it to the state, while keeping a small portion for compliance costs. Manufacturers are responsible for determining which products qualify, labeling them properly, and notifying retailers annually. Non-compliance can halt product sales in California. Bottom line: If you sell or make battery-powered products in California, you need to confirm coverage, collect fees correctly, and ensure all reporting requirements are in place—now. 👉 Action: Audit your products and compliance process today to avoid disruptions.

    MAY 2026 STATE AFFAIRS UPDATE

    May closed as one of the more consequential months of the 2026 legislative cycle for the automotive aftermarket. Connecticut and Oklahoma enacted right-to-repair and franchise law protections, Louisiana passed the Motor Vehicle Glass Law establishing ADAS calibration disclosure as a legal standard now in place across more than a dozen states, and the House Energy and Commerce Committee advanced H.R. 7389 — the first federal bill to codify the 2014 MOU between automakers and the aftermarket and put it on a path to a House floor vote. On the compliance side, Colorado's EV battery stewardship law sets four deadlines running from mid-2027 through late 2028; New Mexico's PFAS rule takes effect July 1, with labeling waiver requests due October 31; and Maryland's packaging producer responsibility regulations are already in effect. Illinois's ADAS glass repair bill died when the legislature adjourned, California's lubricant EPR bill stalled out, and the federal right-to-repair preemption question remains unresolved heading into floor negotiations. Active comment windows are open through June in Rhode Island and Washington; New York's legislature adjourns June 10, with two high-priority EPR bills still in play; and the Minnesota packaging rulemaking runs through July 24 — all of which represent live advocacy opportunities for the Auto Care Association before the summer recess.
