Background
The United States-Mexico-Canada Agreement (USMCA) entered into force on July 1, 2020.
As part of the agreement, six years after entry (July 1, 2026), the three parties must hold a joint review of how the agreement is operating, evaluate recommendations, and decide whether to extend the agreement for another 16-year term.
USTR is soliciting public input from stakeholders (written comments, hearing) to inform its positions and any recommendations. The joint review meeting is set for July 1, 2026.
Ways to provide input
USTR is accepting written comments through Nov. 3, 2025.
Auto Care Association members engaged in cross-border trade under the USMCA are encouraged to submit comments describing how the agreement has affected business operations and how potential changes could impact their ability to trade, source, or invest in the United States and North America.
Members may provide input in one of the following ways:
Option 1: Submit your own comments to USTR by the Nov. 3, 2025, deadline (see instructions below).- Auto Care can assist in walking you through the submission process.
- If you submit your own comments, please also share a copy with Auto Care so we can help reinforce key points in our association-wide submission.
- You may also consult with trade counsel to help develop your comments.
- Share your feedback directly with Auto Care for inclusion in the association’s consolidated comments.

Auto Care member survey
To support our association submission, Auto Care is conducting a short survey to gather member feedback on the impact of USMCA.
Responses will remain confidential and aggregated for analysis. Information shared may also be summarized or referenced anecdotally for inclusion in Auto Care’s public submission to USTR. Individual member company names will not be disclosed.

What to include in your submission
- Any aspect of USMCA operation or implementation
- Issues related to compliance with the agreement
- Recommendations to promote balanced trade, new market access, and stronger alignment on economic security with Mexico and Canada
- Factors affecting investment in North America
- Strategies to bolster North American economic security and competitiveness
How to submit comments
All submissions must be made electronically through USTR’s comment portal: https://comments.ustr.gov/s/

If submitting business confidential information (BCI):
- Clearly mark each page “BUSINESS CONFIDENTIAL” at the top.
- Identify confidential details (e.g., with brackets or highlighting).
- Provide a written certification that the information is not normally public.
- Upload a public (redacted) version of the submission alongside the BCI version.
