NHTSA National AV Safety Forum: Implications for the Automotive Aftermarket

On March 10, 2026, the National Highway Traffic Safety Administration hosted the National AV Safety Forum at U.S. Department of Transportation headquarters in Washington, D.C. The event featured opening remarks from Transportation Secretary Sean Duffy, White House Office of Science and Technology Policy Director Michael Kratsios and NHTSA Administrator Jonathan Morrison, as well as a fireside chat with CEOs from Zoox, Waymo and Aurora. Panels examined real-world safety metrics, crash-risk assessment and remote assistance, while an AV showcase highlighted vehicles from Tesla, Waymo and Zoox.
 
Key regulatory outcomes include a public comment period closing April 10, 2026, on Zoox’s petition for exemptions from eight Federal Motor Vehicle Safety Standards to enable steering-wheel-free robotaxis, and proposed amendments to FMVSS Nos. 102, 103 and 104 removing legacy human-driver requirements. These steps signal NHTSA’s commitment to a single national standard and faster commercial AV scaling.
 
Presenters and regulators also discussed recent AV traffic incidents. Companies said incident volumes remain low relative to miles driven compared with human drivers. Additional discussion focused on challenges of using artificial intelligence in AV development, including the need for multiple systems to validate outputs and address hallucination risks.
 
Proposed changes could accelerate AV deployment, reduce collision repair volume and miles driven by the existing car parc, and shift work toward sensor calibration, software diagnostics and high-voltage service.
 
Risks include declining collision revenue, OEM diagnostic restrictions, limited parts access and constrained entry to captive fleets. Opportunities include ADAS retrofits, increased demand for specialized sensors and parts, and growth in B2B fleet maintenance contracts with operators using platforms from companies such as Ford, General Motors and Toyota.
 
The automotive aftermarket should consider its role in a transportation system with growing AV adoption, shaped by both technological and regulatory change.
