  • Bills on Electronic and Appliance Product Repairs; Regulations
    • MO HB 799 was reported favorably by committee on May 5, 2025. The bill revises Missouri's transportation laws, focusing on vehicle registration, inspection, and licensing, with new provisions for veterans' plates and a modernized vehicle administration system, contingent on technological feasibility.
    • CO SB25-163 was passed by the House on May 6, 2025. The bill establishes a battery stewardship program in Colorado, requiring producers to manage battery disposal and recycling, with compliance deadlines starting in 2026, and sets performance goals and penalties for non-compliance.
    • HI SB 1216 was sent to the governor on May 2, 2025. The bill enforces stricter regulations and penalties on vehicle and moped inspections concerning noisy mufflers and exhaust systems, including increased fines and potential suspension of inspection station permits for repeated violations.
    • FL HB 1269 was discharged by committee on May 3, 2025. The legislation mandates responsible end-of-life management for electric vehicle batteries, prohibiting landfill disposal and requiring reuse, repurposing, or recycling, with specific roles and reporting duties for stakeholders, effective July 1, 2025.

  • Bills on Workforce and Apprenticeships

  • Starting January 1, 2026, Colorado residents will have the legal right to repair a wide range of digital devices thanks to a new law requiring manufacturers to provide access to parts, tools, and repair information. Advocates say the move will lower costs and expand consumer choice by allowing independent and DIY repairs, and serves as a blueprint for other right to repair laws.
  • A new bill in Michigan hopes to give farmers the right to repair their own equipment, addressing rising frustration over high costs and long wait times caused by manufacturer repair restrictions.
  • Nevada AB 407 would require manufacturers to provide wheelchair users and independent repair shops access to the parts and tools needed to fix their devices, aiming to shorten repair times and improve safety. The bill has received widespread support and could create new local repair jobs.
