The document outlines new legislation in Washington State aimed at improving the management and recycling of electric vehicle (EV) batteries. Key provisions require producers to label new propulsion batteries with permanent information and to develop comprehensive battery management plans that detail the lifecycle management of their products. Producers will be responsible for financing the collection, transportation, remanufacturing, reuse, recycling, or disposal of used batteries, which may impact their operational budgets. Producers are also mandated to provide educational materials to consumers about battery management and collection services. Additionally, a consumer complaints forum will be established to address issues related to battery management. Starting in 2026, producers must register with the department and report annually on the number of batteries sold or distributed in the state. The legislation emphasizes the importance of battery stewardship organizations in managing covered batteries and sets forth a hierarchy for battery management practices. It also includes provisions for penalties related to improper disposal of vehicle batteries and establishes a framewo...

Establishes an electric vehicle fires working group within the Office of the State Fire Marshal in the Department of Labor and Industrial Relations. The group must examine the effects of electric-vehicle fires on residential, commercial, and business properties with confined parking structures, including potential increases in insurance costs associated with electric vehicles and charging stations in those structures. The group will be chaired by the State Fire Marshal and include the Insurance Commissioner, Comptroller, Public Utilities Commission chairperson, and representatives from each county’s facility-maintenance and building-permitting agencies. The State Fire Marshal must invite representatives of commercial parking structures and the condominium industry to participate. The group must report to the Legislature no later than 20 days before the 2027 regular session, with findings and recommendations on updating the state fire, building, and electrical codes for fire containment and greater resilience in parking structures, additional county fire-department training, and proposed legislation. It ceases to exist on June 30, 2027. The Act takes effect upon approval.

The recent amendments to the Electric Vehicle Charging Act broaden the definition of "electric vehicle" to include hybrid electric vehicles, thereby facilitating the inclusion of a wider range of vehicles in charging infrastructure. Additionally, the definition of "electric vehicle charging station" has been updated to encompass devices that serve plug-in hybrids. These changes introduce new concepts aimed at enhancing the readiness of parking spaces for electric vehicle charging installations. The amendments are intended to streamline the installation process by ensuring that essential electrical infrastructure is integrated during construction, which could lead to reduced upfront costs. The modifications are expected to have a significant impact on industries such as construction, real estate development, and electric vehicle infrastructure, promoting the growth of electric vehicle adoption and supporting the transition to cleaner transportation options.

The proposed legislation mandates that manufacturers of electric vehicles label their batteries and establish a tracking database for these batteries. The Department of Environmental Protection (DEP) is tasked with developing standards for battery labels, which must include essential information such as the company name, battery manufacturer, manufacture date, cathode chemistry, battery voltage performance, capacity, composition, and a QR code linking to the tracking database. Electric vehicle manufacturers are required to comply with these labeling standards within a specified timeframe. Additionally, the legislation prohibits the sale of electric vehicles that do not have compliant battery labels after a designated period. This measure aims to ensure that consumers have access to critical information regarding the batteries used in electric vehicles. The DEP is also responsible for establishing and maintaining a database to track electric vehicle batteries, which will provide information on battery quantities, safety, recycling, and disposal options. Furthermore, the DEP must create guidelines for the safe disassembly and proper disposal of electric vehicle batteries, ensuring...
