New Jersey Scrap Tire Hauler Registration — Action Needed Now

New Jersey now requires scrap tire haulers to register with the Department of Environmental Protection (DEP), effective immediately under P.L. 2025, c.389.

If your business generates scrap tires in New Jersey through tire sales or repair work, you need to confirm that the hauler removing those tires has completed DEP's Temporary Scrap Tire Hauler Registration. Ask your hauler to show you their confirmation from DEP, electronic or printed. Do not release scrap tires to a hauler who cannot produce it.

This registration is not a license. DEP is still building the permanent licensing and electronic manifest system required under the law. We'll send an update when the formal licensing rules are proposed and a comment period opens.

For the purposes of this law, scrap tire means:

1. A tire that is no longer prudent or practical for vehicular use; or
2. A tire that has not been used on a vehicle for more than six months after the last date it was used on a vehicle.

DEP is implementing the requirements of P.L. 2025, c.389 through a phased approach. Certain requirements are effective immediately, while others will be implemented as DEP develops the statewide program. Additional information regarding these requirements is provided in the following documents attached for your information and action, as applicable:

1. Implementation of PL 2025 c389: An overview of the new statewide scrap tire management program and its phased implementation for all stakeholders.
2. NOTICE TO RETAILERS 7.16.26 Information specific to tire retailers, automotive repair facilities, tire installers, and other businesses engaged in the sale, installation, or management of tires. This document also contains information that may be of interest to other stakeholders.
3. Scrap Tires Interim Manifest Form All businesses and entities that collect and transport scrap tires are required to complete and submit this temporary registration form. Please refer to the attached notice for additional information and submission instructions.
4. Temporary Scrap Tire Hauler Registration Form Scrap tire haulers must begin using this form immediately to track the movement of scrap tires as required during the phased implementation of the program.
5. MANIFEST FORM INSTRUCTIONS Guidance for completing and submitting the interim manifest.

DEP will continue implementing the statewide scrap tire management program in phases.
Additional requirements, including formal licensing procedures, electronic manifesting, and other program elements, will be announced as they are developed.

DEP is launching a dedicated Scrap Tire Program webpage that will serve as the central source for program updates, guidance documents, forms, frequently asked questions, and other information. If the webpage is not yet available, please check back soon. Additional information will be posted as the scrap tire program continues to be implemented.

If your hauler cannot show confirmation, they need to contact DEP's Scrap Tire Unit directly at scraptire@dep.nj.gov before you use them again.
