Auto Care Association Regulatory Update – Monday, March 30, 2026

We are tracking several regulations that could impact the aftermarket:

ADAS Incident Reporting - NHTSA proposes to streamline requirements and reduce reporting burdens relating to ADAS incident reporting. Comments are due May 4, 2026.

Risk Management Program - EPA proposes to adjust and reduce burdens of the Risk Management Program for hazardous chemical substances. Comments are due April 4, 2026.

Facility Hazardous Substance Release Response Plans - EPA proposes delaying by three years the compliance date for Facility Response Plans at facilities that contain hazardous substances that if released could reasonably be expected to cause substantial harm from a release to navigable waters. EPA also proposes removing some references to climate change from the regulation. Comments are due April 6, 2026.

Automated Vehicle Safety Standards – NHTSA proposes exemption from some motor vehicle safety standards (including wiper systems) for vehicles equipped with Automated Driving Systems that do not have manually operated driving controls. Comments are due April 15, 2026.

Automated Vehicle Safety Standards – NHTSA proposes temporary exemption from some motor vehicle safety standards (including wiper blade systems) for Zoox robotaxis. Comments are due April 10, 2026.

Workplace Pell Grants - Department of Education proposes regulations implementing workplace Pell Grants. Comments are due April 8, 2026.

Scrap Tire Management – EPA proposed to classify scrap tires as non-waste when burned in cement kilns. Comments are due May 22, 2026.
