Recap of Section 301 Tariffs
Fourth Tariff List
The Office of the U.S. Trade Representative (USTR) proposed a fourth Section 301 tariff list on May 13 of approximately $300 billion worth of imports from China that would be subject to an additional tariff of up to 25%.
This list covers essentially all imports from China that are not currently covered on a previous Section 301 list. USTR is conducting a full review of the proposed action before issuing a final notice on the products subject to the tariff.
Earlier this week, the Auto Care Association testified before USTR and submitted comments, warning the Trump administration of the negative impact and the challenges our industry is facing from current Section 301 tariffs.
Third Tariff List
Last month, USTR announced it is raising tariffs from 10% to 25% on products from the third Section 301 tariff list, effective May 10, 2019.
In a follow-up notice, products from China that were exported to the U.S. before May 10, 2019 and entered U.S. Customs for consumption before June 15, 2019 will be covered under 10% tariff. Any products that entered into the U.S. on or after June 15, 2019 are subject to the 25% additional tariff.
USTR confirmed that an exclusion process is expected to be announced at the end of June. Please contact Angela Chiang for resources on how you can start preparing for the exclusion process now.
